ACODEB urge COP31 to formally integrate orphans and vulnerable children into global climate finance frameworks and to directly fund the community-based organizations supporting them. We demand:
- The reservation of a 10% quota from the Loss and Damage Fund for social safety nets and nutritional emergency relief for children affected by climate disasters;
- The allocation of 15% of rural adaptation budgets toward establishing autonomous agroecological units for care centers;
- A direct micro-grant window (15% of local adaptation funds) for non-subsidized grassroots NGOs with zero overhead barriers;
- A minimum 20% quota reserved for vulnerable youth and orphans in green skills and community resilience training programs.
