Aligning ACODEB’s mission (support and care for orphans and vulnerable children) with the key mechanisms of international climate negotiations (Loss and Damage Fund, National Adaptation Plans, Just Transition).
Executive Summary
• Organization Name: ACODEB
• Priority Focal Area: Adaptation, Loss & Damage, Direct Funding for Local Grassroots NGOs, Protection of Vulnerable Children
Executive Statement for Submission:
ACODEB urge COP31 to formally integrate orphans and vulnerable children into global climate finance frameworks and to directly fund the community-based organizations supporting them. We demand:
- The reservation of a 10% quota from the Loss and Damage Fund for social safety nets and nutritional emergency relief for children affected by climate disasters;
- The allocation of 15% of rural adaptation budgets toward establishing autonomous agroecological units for care centers;
- A direct micro-grant window (15% of local adaptation funds) for non-subsidized grassroots NGOs with zero overhead barriers;
- A minimum 20% quota reserved for vulnerable youth and orphans in green skills and community resilience training programs.
- Loss & Damage and Social Protection for Vulnerable Children
• Policy Demand: Establish an emergency funding window within the Loss and Damage Fund dedicated to children orphaned or rendered vulnerable by extreme climate events.
• Quantifiable Targets:
o Allocate a minimum of 10% of local Loss and Damage funding directly to community structures caring for orphans in high-risk climate zones.
o Implement a climate social safety net mechanism of at least USD 50/month per impacted orphan, ensuring uninterrupted access to nutrition, healthcare, and schooling following climate disasters. - Adaptation, Food Security & Community Agroecology
• Policy Demand: Systematically integrate orphanages, care centers, and vulnerable youth into national food sovereignty and rural adaptation strategies.
• Quantifiable Targets:
o Allocate 15% of agricultural adaptation budgets under National Adaptation Plans (NAPs) to develop organic production units (resilience gardens, sustainable beekeeping, small livestock) managed for the benefit of child care structures.
o Establish a target of 100% ecological and self-sustaining canteens for orphan care centers by 2030, funded through climate-health-education adaptation funds. - Climate Justice, Education & Green Skills for Vulnerable Youth
• Policy Demand: Guarantee an inclusive Just Transition that leaves no child without family support behind, offering them direct access to green technologies and technical training.
• Quantifiable Targets:
o Establish a quota of at least 20% of beneficiaries from vulnerable groups (orphans, disadvantaged youth) in national and international green transition training programs (soil restoration, renewable energy, nursery management).
o Provide a 100% tuition subsidy for orphaned youth enrolled in technical training linked to agroecology and ecosystem preservation. - Monitoring, Evaluation & Integration into NDCs
• Policy Demand: Mandate disaggregated tracking of climate impacts on early childhood and orphans in National Determined Contributions (NDCs).
• Quantifiable Targets:
o Require a specific « Vulnerable Children and Climate » indicator in every Biennial Transparency Report (BTR) under the Paris Agreement.
o Obligate governments to allocate at least 5% of Action for Climate Empowerment (ACE) resources to environmental awareness and action campaigns conducted within orphanages and community schools. - Direct Funding & Empowerment of Grassroots Actors
• Policy Demand: Create a direct access mechanism to global climate finance for non-subsidized community-based organizations providing daily protection to orphans against climate impacts.
• Quantifiable Targets:
o Establish a « Climate Micro-Grants » direct funding window with zero intermediary overhead, ensuring at least 15% of community adaptation funds are transferred directly to unfunded local organizations.
o Eliminate co-financing requirements for local social-support NGOs, and establish a minimum flat-rate operational grant (e.g., USD 10,000 to 25,000/year) to build the operational capacity of community structures.
